Ten years ago, when Ken and partner Ho Ka Ting arrested a drug dealer by the name of "Ted". In the shootout, stray bullet rendered Ted impotent. Ten years ahead to the present, ho is mysteriously killed on the eve of Ted's release from prison. Ken and Dick, distressed at the death of their colleague wander how the police can keep the public safe, when they cannot even protect their own! The police are in the hot pursuit of the case, and have assembled an elite task force including Ken and Dick. They soon reach a dead end as no evidence turns up.
